It all started before there was even a company on paper.
When Rafael Medeiros opened his first vehicle tracking company, it was already clear there was room to do better. A manager by experience and restless by nature, Rafael went deep into the market, found the gaps and decided to change the game: leave B2C behind and build B2B solutions made for tracking companies.
He sold the vehicle tracking company and founded Voxter in May, with a plain purpose: to be the telecom broker that delivers connectivity and technology made to measure for the tracking ecosystem.
From day one we bet on smart, multi-carrier connectivity. That year Voxter was the first to bring Algar into the vehicle tracking market; a solution still in our portfolio today.
When we saw that third-party platforms were holding our customers back, we built our own technology base:
LARA, our platform for managing connectivity and trackers, built to simplify the operation and give real control.
White-label, sturdy and customisable, ready for whoever needs reliable software carrying their own brand.
For LARA and for the Platform, putting the solution in the palm of your hand, quickly and simply.
We started with the VXT-01 (2G) and moved on to the 4G models, with the J16 line, widening performance and coverage.
41 milestones, from May 2018 to today.

Founded by Rafael Medeiros after six years running a vehicle tracking company, Voxter started out as a Telecom Broker.

Voxter begins operating as a Telecom Broker, simplifying the search, negotiation and contracting of telecom services, and offering a portfolio from several suppliers in one place.

Our first office: a commercial room in the Trade Center (Rua Cel. Moreira Cesar, now Rua Ator Paulo Gustavo), which held our multi-role team of five.

Before there were more than 40 of us, there was 1, then 2, then 3. This photo marks the start of everything. The first Voxterians: Enzo Fiuza (Support), Junior Andrade (Operations and Support), Aline Vinhaes (Sales), Marcelle Medeiros (Co-founder/Finance) and Rafael Medeiros (Founder/CEO).

We adopted a new mark, an arrow pointing forward that also hints at the V in our name, with a more sober typeface and the name set in lower case.

We brought Algar’s multi-carrier solution into the vehicle tracking market. We were the first to try solutions of this kind back in 2018, and in January 2019 we made Algar’s validated solution available to our sector.

To improve our partners’ experience we built our own connectivity management platform, with more control and more transparency, and stopped using third-party platforms.

We moved to two connected commercial rooms at Rua Gavião Peixoto, 80. The team was starting to grow, and so was demand.

We added curves and softened the colours, for more fluidity and a more modern feel, following where the technology market was going.

We came through the COVID-19 pandemic together. We moved the operation to working from home and crossed the period with no layoffs, no losses in the team and no drop in revenue.

Another move, to a mezzanine floor with several rooms at Rua Gavião Peixoto, 71. The team was already at least a dozen people, and the departments started to take shape: Logistics, Operations, Support, Sales, Finance.

We launched our white-label Platform for vehicle tracking companies, so they could offer customised solutions under their own brand at an affordable price.

Alongside the Voxter Tracking Platform we launched the Localizador Sat app, built for our customers’ customers, with real-time monitoring tools.

We entered the hardware supply market, starting with the EV02 and TK311 tracker models, both 2G only and widely used in the market.

We launched the VXT-01: a 2G tracker under Voxter’s own brand. A low-cost device, very well received in the market.

As the portfolio widened beyond M2M SIM cards, Voxter took on the name Voxter Brasil in place of Voxter Telecom.

We were already around 20 people on staff. We moved to two floors given over entirely to Voxter’s operation, at Rua Roberto Silveira, 488.

Already the largest in Rio and one of the largest in Brazil, we celebrated five years of Voxter on a rising curve. To mark it, we held a party with friends, family and the team.

We ended supply of the VXT-01 (2G) and launched the Voxter J16 Original (2G/4G), the best-selling tracker in Brazil, with the quality, the warranty and the specialist support only Voxter gives.

We passed 40 people on staff and moved to a set of rooms of our own, at Rua Miguel de Frias, 77. We have been here ever since.

The more we grow, the more we need capable people wearing the Voxter shirt. There are more than 30 of us now.

We added the virtual carrier Emnify to our connectivity portfolio, once again getting ahead to offer technology for the tracking market, with international coverage and Claro priority.

We sent part of the team to the ICT Event (later renamed Tag Map). Held in São Paulo, it brought talks and dozens of names from the security and vehicle tracking sector, around the theme "The Future of Tracking Technologies".

Growth picked up speed. There are more than 40 of us on the Voxter team now.

We updated the hardware and firmware of our J16 Original, now with a Quectel GNSS module, which gives greater accuracy by reading several satellites at once and triangulating with the telecom towers. It also brought steadier use with multi-carrier SIM cards, and was already able to work with Sentinela, launched later on.

We took part in the Rio edition of the Feira de Proteção Veicular (FPV), in our own backyard. The event gathered players from the security and vehicle tracking market at Marina da Glória.

We launched the LARA app: your management, simplified and in the palm of your hand. Data sharing, activating and deactivating lines, reports, dashboard. Quick and easy.

A major overhaul reached our Tracking Platform. We reorganised the menus, the map and the dashboard, improving the experience for you and for your customers.

We reworked the design and the user experience with the new Localizador. Far more intuitive, quick and responsive: proof that design is not only form, but function.

We launched the "Custom Apps" plans, so our partner customers can have an app based on Localizador Sat, but carrying their own name and visual identity.

We made our debut at EXPOSEC (São Paulo - SP), the largest security fair in Latin America, where the biggest players in the security market meet every year to show the market what they have.

During EXPOSEC 2025 we announced the new J16 Line, with a range of vehicle trackers: the J16 Mag (magnetic), the J16 Easy (OBD) and the J16 Plus (more connections).

First again. We launched Sentinela, online software integrated with LARA that lets you monitor your Voxter J16 trackers (2025 onwards), collecting information on each device and letting you send commands and settings passively, even if the tracker has been tampered with or had its SIM card changed.

We launched the J16 Plus, the tracker that follows on from the J16 Original, compatible with iButton, RFID, buzzer and contact sensors. More connections, more room for your operation.

Our second showing at EXPOSEC, with record sales against the year before.

We opened the hardware portfolio to other makers, such as Queclink, Jimi IoT, Real Tracker, Tracker King and others.

We launched the "VXT Tags" line, with a range of BLE tag options. Launched at EXPOSEC 2026, in June.

We added dashcams to our hardware portfolio: Intelbras, Hikvision and Tracker King.

We launched the Voxter Customer Service System, integrated with the Tracking Platform, with AI agents and several channels.

We added video telematics support to the Tracking Platform, both on the web and in the app.

We launched Voxter Control, the version of Localizador Sat made for managing your tracking company, with a full dashboard, easier records, supply management and more.

We deliver quality in every detail, from the service to the product. We innovate continuously, we build trust and lasting partnerships, we put people at the centre to create opportunity and a living, and we keep a working atmosphere that is positive, safe and inclusive.
As Voxter grew, the time came to scale the operation and share the leadership.
Rafael Medeiros began putting together a team of directors to strengthen each front of the business: Marcelle Medeiros, his wife, came in to run finance and administration; Luis Filipe took on the development team; Junior Andrade took operations and technical; Roberto Simas came to scale sales and revenue; and Thiago Bragança brought the branding, marketing and communications view.
Together they built a plural leadership with teams that hold up Voxter’s growth: each one at their best, all heading the same way.
Five fronts, each with its own director and dedicated teams.
